The Brits are celebrating. If you can call it a celebration in London's dismal and rainy September chill. And frankly, they should have expanded and enforced this piece of legislation to their outlying colonies BEFORE they became independent. We would not have to contend with the likes of Uganda and Jamaica today.

Just maybe.
