The Leviticus 20:13 passage reads: "If a man also lie with mankind, as he lieth with a woman, both of them have committed an abomination: they shall surely be put to death. Their blood shall be upon them."

I do believe that passage was intended by the original Hebrew authors to apply specifically to Jewish men having sex with other Jewish men. There was (and in some sects of Judaism to this day, there isn't) any religious prohibition against Jewish men having sex outside of marriage with other NON Jewish males or NON Jewish females. Jewish culture has traditionally been matrilineal but patrilocal and patrinomial. This supposedly ensured that a Jewish child would, in theory, always be 100% Jewish, since Jewish females could not marry outside of Judaism without being cast out of their clans and religion.
